This morning the Federal Motor Carrier Safety Administration (FMCSA) released a copy of the Notice of Proposed Rulemaking (NPRM) on entry level driver training (ELDT) for commercial motor vehicle drivers, including school bus drivers.
After many years of deliberations and attempts to develop an acceptable rule, in 2014 FMCSA announced that it was planning to develop the proposed rule using a negotiated rulemaking process. FMCSA solicited comments from interested parties, and NASDPTS commented that the association wanted a seat at the table during this important process.
Through a series of six, professionally facilitated two-day meetings in the spring of 2015, NASDPTS and the other 25 members of the ELDT Advisory Committee reached consensus on the framework for a proposed rule. The 73-page framework, titled the “Federal Minimum Standards for CMV Entry-Level Driver Training Written Statement, June 5, 2015,” was forwarded to FMCSA. The resulting NPRM is largely based on these recommended minimum standards from the ELDT Advisory Committee.
Although the attached copy is substantively similar, we will send you the link to the final NPRM when it is published in the Federal Register this coming Monday, March 7, 2016. NASDPTS encourages all of you to review it and consider submitting comments. We are confident that this latest negotiated rulemaking process has resulted in a workable proposed rule. NASDPTS will nevertheless review and comment on the NPRM, and we believe comments from you and others as interested stakeholders, not just those who participated in the negotiations, are particularly important.
